In the "Glossary" activity the option "Edit Always" is not respected, always allowing the students to modify the terms added.

Description

When a glossary is created, if "no" is selected in the "Edit Always" option, it's still possible to the students edit the terms already added.

Follow these steps to replicate the bug:
1 - Create a "Glossary".
2 - Select "No" in the "Edit Always" option.
3 - Log In as a student
4 - Add a new term to the glossary
5 - Edit the new term added.

Bug: The created glossary allows students to edit the terms added.
