In the "Glossary" activity the option "Allow comments on entries" is not respected, always allowing commentaries.

Description

When a glossary is created, if "No" is selected in the "Allow comments on entries" option, it's still possible to do comments to the terms already posted.

Follow these steps to replicate the bug:
1 - Create a "Glossary".
2 - Select "No" in the "Allow comments on entries" option.
3 - Log In as a student
4 - Add comments to the glossary.

Bug: The glossary allows students to comment the entries.

I can verify that the "Allow comments on entries" field is not respected.

I have attached a patch to prevent comments being posted against a glossary entry when 'Allow comments on entries' is set to no.

This should be now fixed both for Moodle 1.7 and 1.8 (available in next daily builds of from direct access to CVS). Thanks for the submitted patch, Matt!
