This blocker bug is for tracking crucial issues relating to the introduction of the initial mnet code (by Catalyst) into the Moodle core code.

Can we please have a CFG variable like $CFG->mnetactive that we can use to hide bits of mnet GUI that are around the place?

They will just confuse the heck out of people not using networking.

Seriously, we need $CFG->mnetactive so we can easily block out portions of code. Can you just add it to the main settings page?
