My changes in MDL-15452 go most of the way to resolving this bug. (Although some bit, like the countdown timer, and 'secure' mode, necessarily still use JavaScript.) Therefore, I feel justified in closing this bug.

If anyone does find any places where JavaScript is still required in the quiz, but not really necessary, please file separate specific bugs, and I will fix them.
