Site Policy Agreement- Terms of Use Policy not visible

Description

When someone creates a new account (Moodle 1.6), upon entering into a course for the first time, they see the following:

Site Policy Agreement
You must agree to this policy to continue using this site. Do you agree?
YES NO

You'll notice that the TERMS OF USE policy is NOT visible!!!

I tried from three different computers using IE6, and it was not visible. I cleared the cache, made sure Java and cookies were enabled, and disabled firewalls, but the problem was still there.

When I access this same page on one of these same computers using IE7 or Firefox, I do not have the problem. The TERMS OF USE policy is visible.

Any idea what is causing IE6 to not display the TERMS OF USE properly???

STEPS TO REPRODUCE BUG
You need to use Internet Explorer 6 to see bug (the problem does NOT occur with IE7 or Firefox)
Go to: frm.teacherportal.org
Login as
User: abcde
Password: abcde
Scroll down to MY COURSES, and under TRIMESTER 1, click on TRIMESTER 1-CLASSES 1 THROUGH 15
You should now see the request to AGREE to the policy, but no Terms Of Use Policy

I have some further information on this issue:

We are hosted at ClassroomRevolution.com (an official Moodle Partner), and I have determined that the above issue only occurs in certain THEMES. When I change to a different theme, the problem goes away.

Two THEMES in particular that I have the problem with are CR-Rodeph and CR-CornflowerToo. Both of these themes were created by ClassroomRevolution, for use by ClassroomRevolution customers only. I did not test any other themes created by ClassroomRevolution, so I don't know if it's all their themes, or just some of their themes.

I don't know what is causing the themes to not display the Terms Of Use properly in Internet Explorer 6, but the temporary solution is to change to another theme. Hopefully ClassroomRevolution can determine the problem with their themes, and fix the issue.

ClassroomRevolution fixed the problem with their themes, and here is their wording as to what the problem was:

CR-Rodeph and CR-Cornflower both were designed for a previous version of Moodle and had some extra HTML in the header file. While this code did not affect anything else, it did seem to affect the iframe of the site policy for some reason.

Just upgraded to 1.8 and have a similar issue with site policy and IE7.

Window shows blank and clicking on "yes" does nothing initially, then it crashes IE7.

On FF policy displays fine and "yes" works.

My theme is old formal_white modified.
