Following on from some of the discussion in MDL-8385, we need a mechanism similar to module/access.php that allows Moodle to set default *overrides* for SITE context and possibly other contexts.

IMHO we might need only the defaults for site course - the rest could be solved by import/export of cap settings/overrides in any context
