What can done that would help admins to understand roles...

They do not have to understand it as long as you can guarantee that the new roles behave exactly the same way as the old ones. Only if they want to do something special they need to understand it.

Basic documentation that is missing is an explanation of the list of capabilities. Any idea what mod/forum:throttlingapplies means?

  1. Document the roles as they existed in 1.6.
  2. Ensure that the default settings in 1.7 / 1.8 is exactly the same as in 1.6
  3. Ensure that the inner working of the roles mechanism corresponds with the settings.
  4. Give admins a tool to visualise the actual setting in a specific case (in stead of 25 mouse clicks, only 1).
  5. Give admins a tool to go back to the default settings once they make a mess of it.

  1. Ensure that the important tools "Login As" and "Change role to..." are working correctly (both are not at the moment).

This related issue suggests to implements import/export of roles with it's capabilities and "allow_assigns" and "allow_overrides" in an easy way
