Correct me if I'm wrong, but I'm seeing the site news as accessible for all logged in users, inside the Main menu block (top left if unchanged). I am now looking at the display of the recent news items at the bottom of the central column. This appears by default on the front page for non-logged in users, but is no longer there once users log in.

This works just fine for both 1.8 and 1.7. I will close this issue for now. Please provide more info + screenshots if you still have that issue with the latest code for 1.8 and 1.7.
Make sure you review the settings in Admin->Appearance->Front Page (for 1.7) or Admin->Front Page->Front Page Settings (for 1.8).

Testing this with 1.8.2+ the report is definitely correct. The block works fine, but the actual Site News in the centre section of the front page does not.

The news items appear until somebody logs in and then they disappear. The "Site News" heading remains. Obviously, you need to have site news selected in the Front Page=>Settings for both logged in and not logged in users.

Oh wait a minute, it's oddness with the default roles.... the Guest role allows you to view forum posts but authenticated user does not. That's stupid isn't it? Surely the authenticated user should have at least all the rights that the guest does?

Confirmed, bug still there in 1.9. Proceeding to correct it in 1.7 and above.

Setting the following capability to allow for authenticated users fixes this:

View discussions
mod/forum:viewdiscussion

Just saw this is fixed in 1.9 anyway.

Closing this now: this works in 1.9 because of many complex changes to roles. It would be hazardous to backport these to 1.8 or earlier. Instead, James' suggestion to change the mod/forum:viewdiscussion capability for authenticated users is an acceptable compromise.
