I suggest to add in the people block, in addition to the choice of the different courses, the extra choice "Site". In this way, one will be able to see easily which participants have entered the site recently (otherwise one has to look at all different courses separately), which was possible with Moddle 1.5 !

I'm wondering if there's any chance of a fix here? I've been tearing my hair out trying to make it work, assuming it was my lack of competence, not a system bug. I'm just moving from 1.6 where it worked fine to 1.8 where it doesn't. The participant list has been an important component of my site where members ('students') assess the success/interest level of the site by the people who are involved. It's not very encouraging if it looks to visitors and members as though no-one ever logs in.

Your argument is quite strong, this feature is essential to make the site attractive.
Such a feature already exist in the administrator pages for Moddle 1.7 and 1.8, it shouldn't be to difficult to implerment it in ordrer that all participants have access to it.

The "People" block's behaviour has changed due to roles. If you're trying to display a list of all users at the site (front page) level you can do this, but I've only been able to make it work in 1.9 (not 1.8).
To do this, add a "People" block at the site level. Go to Users->Permissions->Define Roles. Select "Authenticated User". Edit the capability "View Participants". Set to "Allow". Now all authenticated users on your site will be able to see all other authenticated users on the system.

I'm from AOSIS.co.za, I too have tried this as a solution and have had no luck in our 1.8.

If I am not wrong, the last access time (when contextid is 2) should be the last time the user access the "moodle" site. So I made a patch, please check whether this patch will help you. Martin, can you confirm this change please? Thanks

I tested it with moodle 1.9.1 it is working!
Unfortunately the "People" block is not available for "My Moodle" page.
Would it be possible to implement it for My Moodle page?
