Update Moodle timezones files to address 2007 changes in the US ...

I've created new timezone.txt files and updated the download site + 1.8, 1.7, 1.6 and head. Please test!

Martin-I noticed there are some other places with timezone changes noted here:

I don't know if you adjusted these as well.

Also, is there any good reason to allow users to choose a GMT timezone setting rather than a real one? It seems like a bad option to have at all since these GMT timezones do not adjust when clocks change in most places. The only places they seem like they would be useful is in localities where they don't change twice a year, and in those cases you could just list a timezone without change.

It's just to provide an option for anybody who might not be covered by the cities in the list, as well as for backward compatibility with the old settings from Moodle 1.4 etc .
