Description
Currently creator has too many rights which are inherited into courses - this is clearly wrong and many ppl complain about thet.
1/ creator role should not contain any course capabilitites
2/ keep only course:create (which can be define in system or course category context) - it can not be assigned in course context
oh, we need to fix the roles code too to update capability context if changed in access.php
