The add new course button either doesn't work correctly or shouldn't be shown when viewing all course categories

Description

When you are viewing all the course categories, and you click the button "Add a new course". It gives a "Either course id or category must be specified". Well since you choose the category once in the add course form, this shouldn't happen. Or at the very least the button shouldn't be available until a category is selected. I would go with the prior though. 8)

Confirmed that this is fixed in stable versions
Urvi if you are still experiencing this problem please try upgrading to a later version. The current 18 and 19 branches both resolve this issue.
