I understand no authentication is designed for testing, etc. However, products are not always used in the same way as the designers envision them (a basic lesson from my doctoral program in Ed. Tech.) I would please like a return to the system that allows users to register under one form of authentication and be allowed to log in under another.
For example, I typically register an entire class at one time. I show my non-native speakers of English how to register (in English, then I turn off authentication. They register with a minimum of fuss, and turn manual authentication back on. Any problems with email are dealt with on a case-by-case basis during the class period or in my office.
With email verification, new students have the added burden of remembering a recently-learned, crypic email program, their exact passwords, and their email addresses. This is all on top of learning the basics of moodle. It just increases the stress and time levels enormously.
A final note on testing, etc. (the intended design of the no authentication system): If I register a dummy (the kind that is not real, not the kind with questionable thinking processes--that's a joke) student for demonstration purposes using no authentication, then try to use the account under manual authentication, I cannot use it. Just what is the point for locking such users out?
Please fix this back to the way it was for the past 3 years (or more).

I am sorry, you are requesting wrong solution for your problem. The thing you might need is option to skip email verification. The you could enable/disable email signup and verification.
This will not be implemented in 1.8.x because this would be a major new feature.
