[#MDL-9323] Use textarea for list of username instead of csv in SSO Access Control - Moodle Tracker

The comma may be allowed character in username, please consider using textarea with usernames separated by newlines in SSO Access Control page.

MDL-21256	Updates to work with new output code

This issue will be resolved by:
MDL-17194	Convert admin/mnet/enr_course_enrol.php/html to use the new user_selector class

This will be fixed by migrating to new output stuff in 2.0 (as per linked bug)
