I just upgraded to 1.8+ (2007021503)

and the issue is still there.

I ran multiple tests on my install and it seems that the site news is only being sent to site admins. Users that are students and the course level are NOT receiving and emailed "Site News"

I installed 1.8 directly and also have the same problem with the forum in the front page. In the rest of the courses there is no problem at all.

have a look at MDL-10161 - I think this may fix the problem.....

any possibility for anyone to test the patch I have in MDL-10163 too? - it could "potentially" fix the problem also.

A temporary workaround is to manually assign all users the front page role of student.

I am using moodle v1.9_WEEKLY (Build: 20080416) and tried the Front Page roles workaround. Assigned 3 user accounts the Front Page role of Student. Then posted a topic to a Front Page forum (NOT the default News forum) which had been failing to send emails. Worked like a charm - everyone received the email. BTW, when testing, I set Mail now = True (aka set the checkbox) and then manually run the cron tasks (http://www.yourdomain.com/moodle/admin/cron.php) so that I can see the results on screen. Helps with the debugging.

Just tried setting Front Page default role = Student and it works as well. These role changes appear to take affect immediately upon Save changes. However, none of the users were logged in at the time of the role changes. Just to confirm, I also set Front Page default role = None and tried again and it failed as expected. Using (Build: 20080416).

I agree with mr. Schmoetzer, workaraound with putting default front page = Student works.
But bug still exists in 1.9.2+ (20080820) and 1.9.3+ (20081126).
