no warning when you don't have zip/unzip program

When moving my moodle to a new server I noticed I did not have zip/unzip command line utility. I didn't notice this and moodle did not mention this to me.

I got this error when installing the nl_utf8 language pack : cannot create md5 file.

This was because of the unzip command that was misscing. Maybe we should check this, or give a better error?

hello,
when moving server it is your responsibility to check the server configuration is correct - we can not do that for performance reasons, sorry.
The simplest solution is to use environment check manually
