Description

Users receive two email digests per day often, but not always.
This has been happening to me, since Moodle1.5, 1.6, 1.7 till 1.8
It is very similar to this issue:
http://tracker.moodle.org/browse/MDL-8804
I've tried to change the digestmailtime from 11pm to 12pm, 1am, 2am, 4am, but no difference.
I am sure only ONE cron job in my server.

We also have users receiving two email digests per day. I always receive them (same time each day). We are using 1.9.7.
