Is it the case then in 1.7 that for all activities on the site homepage, only an admin can add/edit them, otherwise anyone assigned as a teacher at site level is made a teacher in all courses on the site? Also, if students are expected to participate in any site homepage activities then they must be assigned the role of student at site level, thus making them students in all courses on the site?

Hi Helen, that's right, it would be difficult to backport to 1.7 because it involves quite a bit of changes and it's difficult to test. We knew it was a problem that's why the contexts are split in 1.8. Apart from assigning all students at site level, you could also use the defaultuserroleid under permission->user policy to student to do the same thing.
