Move development CVS away from Sourceforge

Following http://sourceforge.net/tracker/index.php?func=detail&aid=1723888&group_id=1&atid=200001 (yet another period of downage at Sourceforge yesterday) I am taking steps towards moving off Sourceforge completely.

The current plan is to end up with this scenario:

1) cvs.moodle.org - Developer CVS on a server we know and trust, like eduforge.org (run by our good friends in NZ, hosted on server in USA). No anon cvs.
2) anon.cvs.moodle.org - Copy of repository rsynched frequently from the development master. No anon cvs clients will be served directly from here.
3) xx.cvs.moodle.org - all the country-based anonymous mirrors will rsynch periodically from anon.cvs.moodle.org to stay up to date.

One thing which I can't see mentioned on any of the issues is a web frontend to CVS like currently hosted on sf - useful for the issue linking and just generally.

Setting up viewvc, viewcvs or cvsweb is quite simple (at least on Unix systems), so this shouldn't be a problem

FOR DEVELOPERS:

We had to re-create all the accounts on the new server.

Can ALL current developers please email support@moodle.com with an email containing:

1. Your full name
2. Your email address
3. Your Sourceforge username (for the CVS history it's better to stick with the old one)
4. Your new CVS password
5. Your ssh public key if you have one

In future we'll have a nice web interface for this (Mat is just building it, in fact).
