Not everybody needs access to this server, just the mirror servers.

We are using an rysnc server (xinetd) with host-based whitelisting to achieve this. All mirrors are using cvsmirror.moodle.org, ... currently this is just an alias to the main cvs.moodle.org since performance looks OK, but we can move it later if we need to.
