Explain how to

1. Set up a "Pages for translation" template and category e.g. http://docs.moodle.org/es/Plantilla:Pendiente_de_traducir and http://docs.moodle.org/fr/Mod%C3%A8le:En_cours_de_traduction

2. Link to English documentation pages e.g. [[:en:Release Notes]]
