Not a bug, do not just "extract over" existing installation, old file must be removed.
This problem is not present if you use cvs

I had just done fresh CVS install of 1.9 (not over old version), but just to make sure I deleted everything (files and directories and database), and did a new CVS checkout into a new directory with a new moodledata directory.

Here is the checkout command I used:

cvs -z3 -d:pserver:anonymous@uk.cvs.moodle.org:/cvsroot/moodle co -d MOODLE -r MOODLE_19_BETA moodle | tee CVSlog.log

I then went thru the installation process again, and the same error still comes up.

I can email you the link to the site privately if you want to check it out.

there is no such file in offical cvs server, this must be a problem on uk,cvs,moodle.org, reopening and assigning to MD
thanks for the info!

This seems to be old... Jeff can you confirm if it's ok to close it?

Still using Moodle 1.9 (2007101509), and if I check only the SHOW THE SEARCH FOR TEST FILES, I get SEARCHING FOR TEST CASES followed by MOODLE UNIT TEST: ALL followed by an extremely long list of Fails and Exceptions, but no Fatal Errors... so yes, you can close it!!
