Allow standard users to modify their reported issues

Description

Standard users (jira-users) of the Tracker have very little control over an Issue after it is reported. It would be very helpful if a reporter could edit the Component/s and/or Affected Version/s while it is open.

Done. A standard user can now edit any bug they've reported.
[Added "Reporter" to "edit issues" in Moodle permission scheme]
