Some sites have said in their registration they don't mind being contacted via http://moodle.org/sites.
So for those sites, we need to add a button that
1) requires Moodle.org login (to reduce spammers)
2) leads to a form where people can enter an address
3) produces an email to the admin of the site from the user who filled out the form
4) returns the user back to the sites listing
