Description

Headings are represented with deprecated tags - they are best marked up as headings, probably level 2. I think this is in content, not the Moodle 'framework'.

So,
<center><font size="4"><b>Welcome to the main Moodle community forums.</b></font><br>
Come in and Moodle around with us!<br></center>

Could be,
<div style="text-align:center">
<h2>Welcome to the main Moodle community forums.</h2>

Now all those are <h3> (<h2> is for "Topic outline").

Visualization differences are minor, so I haven't applied any css to them.
