Just a silly suggestion. Name it moodle_org.php (to avoid double points)

Attached tidied up lang file created by Martin and renamed according to Eloy's suggestion.

Currently only a few dropdown menu items have tool tips. Perhaps the tooltips suggested in MDLSITE-659 could be added to the lang file.
