I assume that this is just an oversight.
However, if it is purposely done this way, I wonder if it might not be more "user friendly" to have the correct link from http://download.moodle.org/ .

Hi Charles, thanks for feedback.
I think it's ok to leave the http://moodle.org/modules as an easy to remember alias to http://moodle.org/mod/data/view.php?id=6009 .
But agree it could be better to skip the intermediate "module downloads have moved" page, by providing a direct link to http://moodle.org/modules from the tab. +1 for that.
