The issues duplicated don't give their votes to the original one.

Example with MDL-1626 wich doesn't recover votes for ~~MDL-3705~~, ~~MDL-10472~~, ~~MDL-7368~~.

If the number of vote has an importance in the definition of priorities ( I suppose ! ), these last could be changed !
