Automatically link CVS commits to language packs to the "Version control" tab of tracker issue

Description

When committing in CVS updates of lang packs, it could be very useful to see these commits in the "Version control" tab of the issues in the tracker. E.g. the commits for lang packs (other than the main en_utf8) related with MDL-14129 are not listed, though the CVS message includes the issue number.

Done. I've added the lang dir to the CVS repos to be inspected by MDL bugs (it doesn't seem to add too much load compared with the moodle dir).
