Description

INitially saw this on posting to forum
Error: Database connection failed.
It is possible that the database is overloaded or otherwise not running properly.
The site administrator should also check that the database details have been correctly specified in config.php

And then went to moodle.org and could not get a response out of that URL.

docs and tracker seem to be working

Well, I see that this is closed, but I am unable to connect to the moodle.org webserver though I have reasonable pings to the server. Is this network congestion or too much pressure on web server?

AM seeing database connection errors again today both as to forums content AND am seeing timeout issues in the message window.
