There's a new language pack: Kazakh by ?????? ?????????.

  • There should be made a download link on http://download.moodle.org/lang16/
  • It should be mentioned in the release notes for the upcoming 1.9.4
  • The language pack should be installed on Moodle.org

The credits are already on the credits page
