Support menu in tracker is not the same as that at moodle.org

Description

A small improvement but currently this is a bit confusing as the expections is that the common header should have common options.

Closing as fixed, since the two menus look the same to be, though we now have MDLSITE-1700 for ensuring menu consistency across all moodle community sites in future.
