Site registration - avoid sending duplicate security announcements and important emails

Description

This may already happen but at one point I thought I remembered receiving multiple email. If a person manages many sites and uses the same email address I suspect they might receive duplicate copies of the security announcements. It would be good to remove duplicates (again, if it is not already being done). Peace - Anthony

there is no way a moodle installation can tell if the admin's email address is being used on another moodle site, so there is no way to detect duplicates.
