All cvs mirrors please use new upstream rsync

Description

if you run a cvs mirror that rsync's from cvsmirror.moodle.org please make sure it is resolving to 174.123.154.58 or use that IP directly.
Please confirm your mirrors are updating correctly by commenting on this bug, there have been some reports of mirrors being out of sync

Our mirror ( eu.cvs.moodle.org) correctly resolves cvsmirror.moodle org to 174.123.154.58,
but when we attempt to connect we get
'rsync: failed to connect to cvsmirror.moodle.org: Connection refused (111)
rsync error: error in socket IO (code 10) at clientserver.c(94)'

Rod: what IP are you attempting to rsync from? there is an ACL in place to only allow approved mirrors, I have 194.66.147.35 for the OU, is this correct?
