Users need ability to remove their sites from moodle.sites

Description

Of the current 18,330 sites on moodle.sites, there is probably more than one that is longer active. It would be nice (and prevent moodle statistics from becoming over-inflated) if there were a feature allowing site owners to unregister themselves. Having to ask explicitly for removal (e.g., MDLSITE-45) is not a workable solution.

I ran a Xenu (link checker) on moodle.org/sites/. It found 1,141 sites out of 13,644 (about 8.5%) are probably not active. Full list attached.

The problem is identification, because few admins will think to unregister themselves.

I'm starting to think that we need to make the registration button more annoying and repetitive, and we just automatically cull sites that we haven't heard from in a year or so.

Martin - I'm resolving this as fixed since I believe we implemented a process of automatically removing sites that were no longer functioning. Whether there should be a way of unregistering a site from within Moodle is another issue. Peace - Anthony
