add all-participants option for teachers in non-groups mode

To create a dialogue with all participants teachers previously had to place the dialogue in groups mode which occasionally causes problems now that students are able to initiate dialogues and may not be able to create them with members of other groups. This change allows a teacher to select "All Participants" even when in non-group mode.
