Create capabilities to allow editing of reports

We have had multiple requests to extend the maximum editing time and/or to allow teachers to always be able to edit a review or target as these may be ongoing.

This should be implemented via capabilities to allow more flexibility for who can edit and delete entries, rather than be administrator only.
