create a questionnaire.
Add a mandatory radio button question.
write in the question field: "Had your country a survey about xxx during last year?"
Enter "yes" in the first answer field
Enter "I don't know" in the first answer field
Enter "!other=No, last survey was during year:"

The remote user can answer "No, last survey was during year:" without filling the field!!!
