Per http://moodle.org/mod/forum/discuss.php?d=120022#p647911 - check out what is happening and fix so that this is not an issue. I would ideally like to have it determine by default a timezone based initially on the server so that there is no need to do any choosing; however, an option to change it if needed later. Because of the complexity of anything dealing with times and not wanting to really mess things up I have been hesitant to make any changes as I am bouncing between a variety of projects.
