The overrideffmpeg capability initial goal was to avoid the ffmpeg compression when the users are uploading videos in Flash Video format. The resulting video of the compression of a video already encoded in Flash Video format, loses a lot of quality. If the overrideffmpeg setting will always be set to true, the capability becomes unuseful.
