This patch makes all the breadcrumbs except the last one into links, and eliminates cases when there are multiple breadcrumbs that are not links. I also:
1) changed headings to indicate what you're actually doing (instead of merely 'Help Desk')
2) printed out the ticket below the update form
3) eliminated one redundant string in the lang file
4) eliminated the unnecessary capabilities-related text in the footer of the block (I think I like the idea behind this, maybe, but I wouldn't handle it this way)
