Database Update for Help Desk Block

      I'm making updates to the database for some major changes coming up with the help desk block. This includes moving ticket statuses to the database, rules for idle emailing (via cron), ticket groups for organizational purposes, and we're storing some extra data that could help an institution's support staff.

      In addition to database changes, the assigned ticket relation will now exclude closed questions.

      First contact was added, and this is the first support user who updates the ticket. Essentially we want to have a user to fall back on if the need arises. This can be hidden in the Help Desk's settings.

      The display_ticket() method has moved into the plugin (from helpdesk to helpdesk_ticket_native). This will allow every plugin to display a ticket their own way.
