After registration, Administrator redirected to wrong URL if Moodle not installed at docroot

If Moodle is installed below the webserver document root (e.g. www.mycollege.edu/moodle/), then the Registration step finishes badly. After completing and submitting the form, the Administrator should be redirected automatically back to the Question Import form page. Instead, an error message appears because they are redirected back to www.mycollege.edu/question/import.php, not www.mycollege.edu/moodle/question/import.php
