Hub: PHP error while attempting to view newly approved courses

      While testing MDLQA-1068, I advertised a course and made another available for download via qa.moodle.net. Afterwards, I came back to the hub and attempted to approve them. While managing courses I ran into notices about ratings and have filed CONTRIB-3009. After making the two courses visible (approving them), I went back to the hub home page to search for the courses; however, I received a PHP error related to ratings.
