Moodle 2.3 has implemented some radical changes to the way course formats are rendered as evident in the code within 'format.php' of the topics format. New Cookie laws are causing an issue despite a workaround being implemented in CONTRIB-3624 and discussions with Petr Skoda and Tim Hunt have lead to the decision that an AJAX implementation needs to be found. There are also changes to the way that AJAX drag and drop operates which does not work well with the current table based formatting - so a change to using divs and unordered lists needs to be attempted.
