Pen scribbling tool doesn't work on Android or iOS devices. The Pen tool can be selected, but once selected, any pressure with the finger or stylus results not in a pen scribble, but with the screen panning (moving). I'm using Moodle 1.9.15 but I believe this effects all versions as well.
