mdl_log queried too often to generate New Activity tag

Currently Each section runs a query on mdl_log to find if that section has had recent activity in it. On moodle environments with large amounts of activity and/or subjects with large numbers of sections this creates significant database load looking for the information.

The log should be scanned once and the data for all sections cached.
