      A uploadPDF assignment does not backup coversheet pdf in a new course where there are not yet students or no student has already submitted a PDF file for assignment.

      Full steps to test:
      1. Create new course
      2. Create new uploadPDF assignment, attach coversheet PDF
      3. Backup the course

      The backup does not contain coversheet PDF.
