Feedback sections display skips a question

Using the "What's your personality type?" questionnaire instance from Joseph's backup, when you preview this questionnaire you see that there are 20 questions. Question 10 is the picture question that appears as the last question on page 2.

If you go to the feedback sections page there are only 19 questions displayed. The picture question (preview no 10) is not included. Subsequent questions are renumbered.

This seems strange. The question is a radio button type just like all the others, so I can see no obvious reason why it would be excluded.

Not sure if this is a content issue, or a misunderstanding of the functionality or a bug!
