Quickmail in 1.9 is visible to teachers (and to students, if permissions are changed) in courses when added normally by a teacher through the course page. However, if Quickmail is made into a sticky block, teachers and students can no longer see it at all, no matter what their permissions are set to.

I've tested this on a clean 1.9 install and an install upgraded from 1.8.5 to 1.9.1, and am experiencing the same behavior in both cases.
